The inter-validator network is implemented as a peer-to-peer system using Multiaddr [41] scheme for peer addressing, TCP for reliable transport, Noise [42] for authentication and full end-to-end encryption, Yamux [43] for multiplexing substreams over a single connection, and push-style gossip for peer discovery.
To join the inter-validator network, a validator must authenticate using a network public key in the most recent validator set defined by the contract.
Bootstrapping a validator requires a list of seed peers, which first authenticate the joining validator as an eligible member of the inter-validator network and then share their state with the new peer.
